Building and Zoning Official - Posted 08/23/13
The Village of Cary, Illinois (Population 18,271) is seeking qualified applicants for the position of Building and Zoning Official. This full time position reports to the Director of Community and Economic Development and will be the primary staff person responsible for residential & commercial building inspections, housing inspections, enforcement of building, property maintenance & zoning codes.
This position is also responsible for all residential and commercial plan reviews and coordinates all reviews and inspections referred to outside consultants. This position will serve as the Village's key building division liaison and will assist with other community development related activities. Researches problems and responds to complaints regarding commercial and residential buildings, construction, code compliance and property maintenance.
Qualified candidates must possess a thorough knowledge of international building codes and national electrical codes, state plumbing codes, mechanical codes, understanding of zoning ordinances, general construction codes and considerable skills in applying knowledge of building codes. Candidate shall have ICC Certifications including but not limited to Plans Examiner (multiple disciplines), Residential Building Inspector (multiple disciplines) and Commercial Inspector (multiple disciplines). Certified Building Official is a plus. Applicant must have a bachelor’s degree from an accredited college or university and a minimum of 5-7 years of experience in construction, architecture or engineering field. Past experience in municipal or county government a plus. In addition, this position requires excellent organizational skills, interpersonal skills and the ability to effectively communicate both orally and in writing with residents, business owners, builders, Village staff, elected officials and developers. The ideal candidate should have a solid work ethic, positive attitude and have a strong focus on customer service. Beyond technical competencies, the preferred candidate will be able to work independently, possess a fair and professional demeanor, be able to self-initiate and have a common sense approach to building and zoning issues. The ideal candidate should also have the strategic skill set to make recommendations to streamline current building permit processes, policies and codes for efficiency, clarity and to better fit the objectives and development conditions of the Village. Key upcoming department projects include but are not limited to updating the building code from 2003 to 2012 ICC and updating the zoning ordinance.
Essential Functions of the job:
- Directs the activities in building, code inspection and coordinates project reviews with other Village departments and other local, state and federal agencies.
- Review and evaluate proposed building plans and specifications/blueprints to ensure the proposed construction complies with building, electrical, mechanical, fire, environmental, flood hazard, design, energy, barrier-free requirements and related codes.
- Manages the Village’s building permit and plan review function to assure adherence to mandated building, fire, and life safety codes, zoning requirements, and construction requirements.
- Oversees the inspection of all building construction including the issuance of building permits and occupancy permits.
- Performs field inspections of commercial and residential buildings during various stages of construction and remodeling to ensure compliance with applicable code and regulations of the Village. Investigates complaints; advises and assists building contractors and tradesmen regarding various building and zoning codes.
- Assists with managing of the Board of Zoning Planning and Appeals and preparing staff reports and recommendations. This position may also be requested to attend these night meetings.
- Shall be familiar with the current adopted International Code Council series of codes including but not limited to the IBC, IFC, IRC, IMC, IFGC, IPMC, and IECC. Shall be familiar with the Illinois Accessibility Code and ADA requirements. Shall be familiar with the currently adopted electrical code (NEC). Shall be familiar with the NFPA Standards. Shall be familiar with amendments adopted by the Village.
- Assist in resolving complex and sensitive customer service issues, either personally, by telephone or in writing. Maintain records and documents of customer service issues and resolutions
- Shall be familiar with zoning code and planning ordinances.
Physical Activities
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this position. While performing the duties of this position, the employee is regularly required to reach with hands and arms. The employee frequently is required to stand, walk, talk, hear and use hands to finger, handle, feel or operate objects, tools or controls.
